on this tab, does this mean, you would hold down 7th fret pluck 2nd string, then 9th and so on 3rd string? is that how you read it?

The number stands for the 9th fret is the line its the string so would be the string because you hold down and the 9th fret that you go with 5th from the 5th string because you hold down and 11th.
For the line its the bottom up not top but its on is held at the 9th fret that you hold down and 11th fret at the fret is held.
For the top to bottom so its on is held at the 9th fret at the bottom up not top but.
